Not sure which state is right for you?

We've helped founders in all 50 states choose the best location based on their budget, timeline, and institution type.

Financial stability is the key to state approval.

When seeking state authorization to open a university, one of the primary factors regulators evaluate is your financial standing and ability to sustain the institution long-term.

State agencies examine your liquid assets, investments, and projected revenue streams. They want assurance you can cover operating expenses for at least two years without relying on student tuition.

To meet these requirements, we recommend having at least $250,000 readily available for the first two years of operation. This amount varies by state and institution type.

💰
$250K+ in Liquid Assets
Most states require proof of financial capacity. This is money you show, not money you spend upfront.
📈
2-Year Operating Budget
Regulators want to see you can sustain operations for 24 months without relying on incoming tuition revenue.

Financial Projections
We help you build realistic 3–5 year financial models during Phase 2 of our engagement to satisfy state requirements.
Ways to manage your investment wisely.
Based on 115+ engagements helping entrepreneurs start their own colleges and universities, here's how successful founders optimize startup costs without cutting quality.
💻
Start Online, Add Campus Later
Launch with online programs from a virtual office ($100–$500/mo) instead of leasing a full campus ($5K–$10K/mo). Add physical space when enrollment justifies it.
👩‍🏫
Begin With Adjunct Faculty
Contract adjunct instructors at $2K–$5K per course instead of full-time hires at $50K–$80K/yr. Convert to full-time as enrollment grows.
🗺️
Choose a Fast-Track State
Florida, Arizona, Texas, and Utah have faster, less expensive licensing processes. Starting in California or New York can add $50K+ and 12–24 additional months.
📚
Use Ready-Made Course Content
LMS-ready course packages (lecture videos, slide decks, test banks) can dramatically reduce curriculum development time and cost for common programs.
🏫
Start With 2–3 Programs
Don't launch with 15 programs. Start with 2–3 high-demand programs, validate enrollment, then add programs incrementally at a fraction of the initial cost.
📋
Consider Religious Exemption
If your institution has a faith-based mission focused on ministry or theological studies, several states offer religious exemption pathways starting at $10K–$20K.
About university startup costs
What's the minimum I need to start a university?
For a religious exempt or ESL program, you can begin for as little as $10,000–$20,000. For a standard degree-granting online university, plan for $50,000–$150,000 in total investment. Some states require demonstrating financial stability before approving your license.
Do I pay Expert Education Consultants everything upfront?
No. We structure payments in installments throughout the project. The exact schedule depends on your scope, but typically includes an initial retainer followed by timed payments until all payments are done before we submit the application.
How much are your consulting fees?
Our fees are customized to each engagement based on your state, institution type, number of programs, and scope of services. After your free strategy call and feasibility assessment, we provide a transparent, itemized scope of work with exact pricing. No hidden fees, no surprises.
Why do costs vary so much between states?
Every state has different licensing requirements, fee structures, facility standards, and review timelines. Florida charges ~$3,000 in application fees with a 6–12 month timeline. California charges $5,000+ with a 24–36 month timeline and stricter facility requirements. Real estate costs, surety bond amounts, and faculty salary expectations also vary significantly by location.
Does the $250,000 financial stability requirement mean I need to spend $250K?
No. Many states require you to demonstrate $250,000+ in liquid assets (bank statements, investments) to prove you can sustain operations. This is not money you spend — it's money you show. Some of it will fund your operations over time, but the requirement is about proving financial capacity, not spending a specific amount.
Can I open a university for under $100K?
Yes, through specific pathways: religious exempt institutions (some states from $10K–$20K), in Utah if you're a U.S. or Canadian citizen, ESL programs with exemption pathways, or avocational programs.
What's the ROI? When do I break even?
This depends on your tuition structure, enrollment, and operating costs. A small online university charging $10,000/year tuition that enrolls 50 students generates $500,000 in annual revenue. Many of our clients reach operational breakeven within 18–36 months of first enrollment. We help you build financial projections during Phase 2.
